No story
All characters start at step 1 of the story, so I’m not seeing how it’s possible to simply ignore it and have no story.
Check the top right of the screen. There should be a text in green. That is your personal story’s next stage. If there is no green text, there is a problem!

Wasn’t there a bug a while back for characters that skipped out of the tutorial area via Heart of the Mists?

I believe it puts you back in the tutorial area if you leave the Mists and still have the tutorial step active.

From what I recall, the answer at the time was that they fixed it so that walking outside updated your story step. But I do remember a developer response stating that once you left the tutorial instance, it wasn’t possible to go back. They may have changed that since then, or maybe the original statement was a simplification of a complex solution.
Either way, it should be fixed now.
