Does every path take you to Orr or do any of them lead you to Jormag (?) and the other level 70-80 area?

All paths lead you to Zhaitan, Jormag is a world DE as are the other dragon’s.
Act 1 is only Zhaitan. Jormag and the other Elder dragons will have their own Story Act so you must wait for Act 2 which will be sometime in 2013 as a major update with the new 2 dungeons and more areas for Tyria.
