So i was just running through some quests as my thief and i get to a quest called “Fixing the Blame” and currently you cannot start the quest. You go to the NPC to start it and he is broken. He just spits off random phrases. Please fix it QQ

NPC: Vigil Asura Gate Guard (Who is rendered in game as a Charr…lol.
Problem: When i go to gate NPC is guarding says to talk to guard when i talk to guard all it says in reply is that "the area is under construction and to come back later.
Note that the story step is in Fireheart Rise, it’s trying to send you along the most direct route, but it’s not taking into account the closed asura gate.
