Guild Wars 2

I am currently stuck on the level 80 story quest Ships of the line, the part where you rescue Elli from the water. I can not find anyone there, except someone stuck in a rock. Am i missing something? Am I not looking hard enough, or is it bugged?

I found lots of people around when I did it, but had difficulty having it complete that section due to one of the foes being stuck in something. I had to swim around a while to locate that one, once all are dead, it should continue.
