Guild Wars 2

I am playing an elementalist and am level 13. I cannot beat him (two blade pete). I know there are forced levels to make it even but will I ever be able to defeat him or will my personal story stop here? Will I be able to come back later and have stronger armor and toughness or does everything downsize?

If I recall that quest, I had an absolutely horrible time trying to beat him with my thief. You’ll get it, don’t worry. It’s a level 10 quest, so you’re 3 levels above but that doesn’t necessarily mean much at this point. Take a break from it until you get better gear, more skills and traits, or more comfortable with your elementalist. You’ll always be “downleveled” to an appropriate level range, but there are some aspects to your advancement that just can’t be downgraded.
