I’d like to see new way of getting a Legendary based on the following:
Lottery Phase: Each month there is a single drop (per server?) of a certificate/map/recipe/whatever from any source (loot/chest/gathering) which gives the recipient access to an event chain that eventually leads to an NPC who rewards a Legendary.

Event Chain: Remember those quest books in EotN (QW1)? This is along these lines – the event chain could be a series of events of different types (mostly solo-able) consisting of puzzles, goals, scavenger hunt (don’t particularly care as long as they are interesting) all leading to a final confrontation.

Final Event: Will be equivalent to a dungeon boss and will require a party (minimum 5?) with the party leader must be holding the certificate (actually, I like the idea of book).

Final Reward: Book holder gets the Legendary – here, I’m undecided whether this is a set-piece new Legendary appropriate for the character, or whether the character gets to choose the Legendary. For example, the final boss will only be defeated and then offer the book holder his choice of Legendary. The rest of the Party get an named exotic, with the possibility of a precursor. The Legendary awarded should be Soulbound (or at the very least Account bound).

Thank you for that constructive response.
This is once per month on each server – introduces an element of RNG (which Anet would like), and for the recipients, the feeling of getting that lucky break.

So, yes .. I was serious. But I’m open to ideas otherwise..

The way to make legendaries should be more skill focused from the start, the current lottery system we already have for precursors is already driving people mad. No random factors should ever come into equation, especially not buying them from the trading post. Getting a legendary should be a really hard process, but not farming time wise, a good solution for example would be that only people that can solo every dungeon could get materials for crafting a legendary, as that would really make them legendary. This of course isn’t possible currently because of the way dungeons are designed and I’m not saying that HAS to be the way, I’m just implying the difficulty and skill one would need to have/master in order to get one, not farm for 1000 hours or just get lucky with a random drop, because that isn’t the solution, we already have that and it isn’t good.

the only idea or only way for this thing to work is to actually be able to take 1 precursor 1 day…. i have seen not even 1 person to link precursor from claw of jornaq / dwanya / lyssa ( i do it 2 times per day / 2 different characters) for 1 month now 2) i never saw anyone take it from MF 3 ) never saw drop it…. i have farmed a kind of mob 78 lvl and killed by now a 5000 mob at least not even a clue of precursor. same spot every night by 2 people so…. 2 × 5000 mobs make the % go higher its extremly low … and………. plz anet stop the market put a cap precursor price its ruining the game and all people feel like that…. dawn 670/dusk 670 ….. in 1 month will be 800? plz put cap on this.

The major problem I see with a random lottery drop for one person is:

Not everyone reads updates, not everyone wants a legendary, and not everyone plays constantly. Chances are in fact good that some random, casual player who just enjoys the game will get the lucky monthly lottery drop and not know what to do with it. It could be merch’d and forever lost just because they didn’t know any better.

What we need is a reliably tough, challenging, long term way to do it without relying on random chance. This is a difficult problem to solve.
