A secondary skill bar and pool of skills
So all in all we’d have access to 20 skills at all times?

Yes to more skills/customizable skill bars.
Well these aren’t weapon skills, heal skills, utility skills or elite skills. These could be combo skills, chain skills, modifying skills etc that work in conjunction with standard skills. These skills would be an extension of existing skills but allow for on custom on demand skill augmentations etc. Don’t look at it as more skills but as quick skill execution modifications, extensions and enhancement with choice of selection and customization.
That’s the purpose of traits, utility skills, and could be extended to optimal skill usage and synergy (for example, Final Thrust, Flame Grab i.e. any skill that has an additional clause).
What would these skills entail?
Rather than that, I’d rather them expand on the current weapon (giving us a choice from a pool, but still limiting them to 5), heal, utility and elite skills and keeping the cap at 10, than giving us a whole other bar of skills we have to manage and they have to balance.

Some of these skills may connect with other main skills. For example, a main skill may project a fireball; a secondary skill may function in a way that goes "within 5 seconds of projecting a fireball, the fireball is denoted when skill is used otherwise player detonates aoe damage in location skill is used..etc, or another would cause conditions instead, but the player has the quick option of using either one on demand. These two skills could work in tandem also if the fireball is not diminished, etc. Sort of like a mesmer mechanic that is customize-able and is available for all professions. Maybe all of these skills are shared among all professions except for a few exclusive skills. There could also be a few skills that are borrowed from other professions available to all.
If that’s the case, why not just integrate them with the current skills and bar?
Think Thief Clusterbomb. When it’s fired, the skill switches to detonate.
No need for an entire bar for these sorts of things. Not only does it clutter the UI up, but it means that people will need to manage more keybinds. It’s just plain user unfriendly

Can’t say I see the distinction when utility skills that just add bleed or poison exist.

But combo fields (and finishers) are already integrated into the existing skills…
If I’m going to be honest, it just sounds like you want more skills available at all times.

chain skills? they game automatically does that(on certain weapon sets, eg. warrior axe mainhand.)
