A way to encourage players to act as lookouts

Anything the promote smoking , should not be ingame in my opinion.
Now , lets say we change this to another item , then , what makes only the scout get / being able to use this item?
What would make the others not simple keep stacking 4 and doing the events anyway?
The true problem is , how do you identify who is scouting , and who is running around doing nothing? afk?

You would get credit for defensive events only. As far as identifying who the scout is perhaps you must be out of combat to start smoking, and make the duration of smoking to get 1 stack long enough where it would be pointless to do it in the middle of a siege.
I think this would make it so chances are only those that are the lookouts would get any meaningful benefit. Also perhaps each subsequent stack would give a greater benefit. So maybe smoking one stoge during a siege gives minor benefit to limit use during the siege but the 4th stack would give maybe 15x the benefit to reward prolonged scouting/smoking.

Maybe the joke is flying far above my head here, but what do cigarettes have to do with scouting?
What would prevent people from using these and actively farming?
