Last update (12-11-2013) Gw2 made the change to have unlimited gathering tools account bound (1000 gems) instead of the old soulbound version (800 gems).
I really like this change and i think most people are more then happy with this change.
There is a post on the forums with someone having 23 tools or something, https://forum-en.gw2archive.eu/forum/game/bltc/where-do-i-sell-my-23-unlimited-gather-tools , and Gaile said he could file a support ticket to get a refund or something.
Now my suggestion: How about adding a sell tab to the weapon specialist or adding a whole new NPC to sell unlimited gathering tools too? soulbound version sell for 800 gems and account bound also sell for 800 gems. Or make it 600 gems for both versions.
This way people can always buy infinite tools and if they need gems for something else they can sell their tools for a loss.
Also this will make the job of the support team ALOT easier so they can focus on hacked accounts or something with more importance.
TL;DR : NPC to sell unlimited gathering tools to for a small loss of gems so support can focus on more important tickets.
