Agree, that was one of the nice things about the costumes in GW1 is it sat over your regular Armour. Which was kind of odd as you could see it every where, and everything outside of town was instanced, so unless you were in a group no one saw it but you.
Now, you can only see the items in town. which seems a step back.
I know that some items have special skills, how about make the costume skinable and the abilities only work in certain areas???
