No, it seems to be more or less random whether you can buy gems or not. If one tries (via PayPal or / and via credit card) one may get some error messages, and that’s it.
but this game does not favor players who load real money, spend some time ingame mate
I bet he was planing on buying Gold from a sellers, and they wanted a credit Card or paypay. LMAO aNet not allowing to buy gems with credit cards. The credit cards are however limited, There is no Discovery seting in there.
