I propose that ArenaNet combine PVE zones that are essentially empty. For instance, I am leveling a character in Caledon Forrest. I see about 2-3 characters per hour on a High server. I participate in most dynamic events by myself and don’t get to interact with many other players.

By creating a single instance for these leveling zones, it will increase the number of people in them and make it more enjoyable to level with other people. It will put back the sense of community in the lower level zones that was there during release

1 instance per server and some maps on some servers are just almost empty… it would be nice to have a chance to go on same map on different server (the one where is more people)

I agree, if tech allows it. I would be better to call those servers underflow.
There are some heavy issues to resolve, like deciding when all players should go back to their home servers, but the idea is good.

Hah yeah, ‘underflow’ would suite it. Something to maximize the population in an area, in turn optimizing the number of people there when incorporated with overflow zones

This has been suggested before, with much discussion. I would love to see this.
