GW2 armor has inherent stats that you can’t change (+power +prec +crit damage for berserker, ect) and a rune which you can change (+25 toughness for a superior rune of the forge 1/6)
this pigeon holes your character to damage or support unless you carry around multiple armor sets since the rune can be useful to multiple builds while the stats can not.
While in GW1 armor had no inherent stat other than armor value and a prefix and suffix which you could change at any time provided you had the items needed it only makes sense you should be able to modify the inherent stats of a piece of armor with a consumable item like a rune.
example: buy, craft or find a set of berserker gear exotic lvl 80 and you decide you want to be more tanky? simply get the +toughness crafting item which is scales mix it with some dust of the same tier and use the resulting item on the berserker gear to change its inherent stats to +toughness, vit ect
