Balthazar move to Cursed Shore!!
People respond to incentives.
The dynamic event that uncontests the Balthazar Temple begins after 3 long ish chains of dynamic events in the Straits of Devastation. Unfortunately, the time spent on accomplishing this isn’t worth the reward. Therefore there is no progress in the area, and the Risen continue to claim the temple.
Now if you desperately want your cavalier trinkets, I suggest you rally your guild and get doing some events over there. But a more grand solution would be to improve rewards for doing the Straits events, which since release have not been popular. How?
I dare suggest yet another token system, since Anet is fond of them and the new wallet means inventory space is not an issue. Per Straits event completed you, get X amount of tokens, and with Y amount of tokens you can, say, trade them in for Pact weapons.
It should work to make the area more populated, as long as the reward is good enough and preferably unique to Straits of Devastation.
Recently I needed to get 52 Obsidian Shards. So you know what I did? I just went through the whole event chain, alone! Occasionally random players would join in, and before I knew it I had quite a group of players following my commander tag around from event to event. We just did the whole chain, and then I announced in map chat that everyone in the map should gather to help out with the Temple of Balthazar.
That’s really how simple it is. Gather a few like minded players, and do the event chain. Anyone can do that.

Before the new LS event started, Balthazaar was actually uncontested on at least 1 server pretty much during all peak hours on both sides of the globe.
What’s making it contested now is the fact that everyone’s just farming the LS area because its so profitable.
There are two major problems with Balathazar:
1) The pre-event chains are too long, as noted by Doctor Orderly, and they’re not very fun. The three of them cover most of the zone. The only time the temple get reliably cleared on my server is when one of the big guilds decides to do it.
2) The morale mechanic during the final assault is not fully understood by players. Most people are used to wandering around a bit during an event, but unless everyone stays right on top of the Pact that bar goes down fast. Part of this is because it’s difficult to keep track of the Pact soldiers. The NPCs get swallowed in the zerg and there’s no visual representation of the morale circle.
The solutions are simple. First, trim up the pre-events and/or put a second rare in Balth’s bonus chest. Second, increase the size of the Pact morale bubble and give us a clear visual representation of it on the field. Something players have to notice that will incentivize them to stay together.
