I don’t really use my town clothing, but I’d love to just “have” the special items (celebration hat/Devil horns) somewhere without having to store them in my main bank tabs.
So my suggestion would be a tab like the Minipets ones for this.
Or just have an extra tab in the Black Lion Trading Company with “purchased free items”.
Maybe even just an NPC that keeps the “blueprints” of the item and reproduces them for a small fee just like in GW1.

I would love to see a costume/festival hat NPC. I’ve been holding back on buying any costumes or vanity items because I’m a) scared of accidentally losing a piece of the costume if I take it off for another costume later, and b) not thrilled about spending money for something I only get to use on one character.

The NPC that will make you a copy of the item for a small fee for hats (the free items) and let you pick up copies of the costumes you’ve bought on any of your characters would be a highly welcome addition to the game.

I agree with the statement from Xiaron. Having account bound holiday clothing would be a lot of fun to be able to dress up my alts especially as I wouldn’t put the clothing on my main.
