Which technical limitation? If the damage occurs once every 2 ticks or 250 times each tick. Perfectly possible.

Each tick has to be sent to and from the server, having a high number commands just for a single thing would kill the server quite fast.

I don’t think it’s an issue of the server (if it was then the standard “JUST ADD MOAR SERVERS” answer would work), it’s a bandwith issue. The server needs not only to process each tick, but mostly needs to receive the pertinent information (I just applied X stacks of bleed!!!), do the math, and then communicate it to each and every player where that information is pertinent to (imagine how many people that is in an open world boss battle). That’s the bigg issue, no matter how much server power you throw at it, bandwith is limited, specially when it comes to the last step (as in, from your ISP to your computer).

Does anyone who played WoW remember when DoTs were shared across the whole raid? Maybe we’ll see an update to [some] DoTs being per-character in GW2 at some point. Even with a cap of 25, splitting bleeds among characters will be a buff to damage.
edit: Of course, this assumes their code is amenable to doing so and being updated, since I think they’ve said the cap is in place currently for technical reasons.

Even if it were hard, they could find a way if they tried because this limit ****’s some people over such as me, who run condition builds.

It’d overpower Epidemic, but it’s not a Necro issue, but an issue with the skill itsself.
More stacks would not turn classes OP, but allow some builds to actually deal damage. The current system is just bad. Direct damage is always stronger and at bosses, they even cripple condition builds.
