Bounty hunter
This kind of borders on harassment. I can hear people crying already. Why would anyone want to be hunted for a week? You’d literally not be able to go anywhere there are NPCs you typically need.
Also, perma-stealth thieves.
Log in. Go to Cursed Shores, hide in some body of water or in a nook where mobs don’t aggro. Win ultimate prize.

Don’t log in at all. Win ultimate prize.
Edit: Find out you are the bounty target. Have your friend kill you. Split ultimate prize.
The devs don’t care about WvW so I’m gonna kill players in PvE!

Well, to OP’s credit it is a fun idea on paper, but as mentioned by GuardianOMS people are going to find a million ways to abuse the kitten out of that system. This idea however, could work in wvw. For example, if player A on server A is an active member in large scale fights (in otherwords he’s getting tons of kills/bags), and doesn’t get downed or spiked during any of those fights, players on servers B and C could see a new event pop up if player A is nearby telling them to get that player as he’s become infamous. So basically the more kills a player makes without dying themself would attract attention to themselves as they become notorious.

While I had an interesting game mechanic idea for a different game where players could place bounties on other players head and pay out currency to people who returned with their ear. It really is just a terrible idea that allows people to grief other players endlessly and does not fit in this game at all.

Agreed, the idea has potential, just needs a lot of tweaking.
To avoid unwanted harassment, instead of being randomly selected, make it like a PvP mode. Players enter either as hunter or bounty. Fame goes up if a hunter kills a bounty, notoriety goes up if a bounty kills hunter. Rewards for kills goes up according to fame or notoriety.
The longer a player goes without a bounty/hunter kill, the more their fame/notoriety will decrease. Logging off automatically removes you from the list of targets (as a bounty).
As for tracking – you choose a target, then get a message giving details about the target (class, level, notoriety, amount of kills, etc). Message includes a “Show me” button, pointing you towards the target’s last known general location (radius of area is debatable, gets smaller as notoriety goes up).
