Seems a bit weird to me that it can give it to random people over your own party. Also stuff like Mesmer elite Time Warp can have ticks stolen by phantasms, clones, summons, etc. over real players.

The party thing would be nice sometimes, like when a player comes to close and steals a buff not intended for them, but maybe you want to give this nonparty member a buff, but due to this system you suggest it goes to your party member. As for npc’s same thing applies, maybe you want to protect the npc with regeneration, but your ally steals it.
Phantasms and other summons on the other hand should receive lowest priority, and only recieve buffs last. So 1/2+ : )

I have actually had Time Warp not affect me when I cast it, despite it clearly affecting other nearby players. That time I chalked it up to lag/positioning/a one-time fluke, but perhaps it’s related to this problem.
