Champion loot is bad
The loot isn’t the same: it’s a guaranteed drop — no other foe has that. It’s also a guaranteed minimum: fine loot or better — no other foe has that, either.
I agree that the loot still isn’t on par with the effort — particularly if you solo or duo a champ, you might spend 5-10 minutes on a champ (or more, depending on skill and efficiency of build) and end up with what appears to be worse loot.
That’s balanced a little bit by the fact that champs are usually associated with an event that offers some silver (and karma).
Still, I rarely try to tackle even veterans for just their loot — I do it for the challenge and bragging rights.
Actually, all loot tables should scale.
Normal < Veteran < Champion < Boss
it goes like this
Normal < Veteran < Silver (from dungeons) < Champion < Legendary
Fine loot … let’s see. Unless I’m under level 14, fine loot equals salvage or vendor trash. Just have the mob drop an extra 50 copper to 1 silver and save me the bag space.

Does the loot scale? I usually find crap when killing random veterans(no better than normal)..
