Its a real bummer to look at that nice skin and have to pay 30+ gold for something with rare stats.

Sure I could go and use up a fine transmutation stone, but that just adds even more to the cost. I would then have to craft or grind even more for an exotic armor for its stats.

So what I am saying is that Level 80 Cultural Weapons and armor require too much of a grind to turn them into max dmg/stat items. So why not turn them into exotics?

No. This would make cultural armor all the more common (and who would keep the stock modifiers even if they were exotics?), and 63k karma for T3 cultural weapons is extremely inexpensive. Far too inexpensive for an exotic.
