Why not just apply both protection and retaliation?

4x Necromancer, 3x Mesmer, 4x Guardian, 4x Thief, 4 Revenant

Retaliation is a “hits back” so it takes the power from the struck one.
What you’re suggesting is a reflect “hit harder, reflects harder”.
It’s a change in the game design.
