Customizable text and marker colors would be a good and very helpful first step.
Customizable colors are the best possible option because those impaired by that vision weakness can choose colors they are most comfortable with.
More and more games are adding support for color-blind individuals. It would be nice to see the same added to Guild Wars 2.
Some of the UI is really hard to distinguish (i.e red/green in WvWvW) and item rarities; just to name two areas that bother me most.
