Cultural Armor skins
The Tier 3 is supposed to be expensive, and you aren’t forced to buy it due to it having statistical advantages to others, so that’s not a problem.
That said, yes, they should just be purchased skins rather than an item that needs to be transmuted.

Frankly, it annoys me by being rare instead of exotic. It should either be a skin or useful level 80 armor. Right now it is no more useful than an skin and yet you have to buy gems to be able to transmute it to actual good armor for a level 80. I’ll pass. If I’m willing to pay that much gold to get something for looks I don’t want to have to go through a hassle to actually use the looks.
I’m sure plenty of people will buy it and then purchase the fine transmutation stones to skin it. I’ve purchased fine transmutation stones to change the looks of armor and weapons, so I’m not adverse to doing that. I just think its a cheap trick to make extremely expensive level 80 armor have to be transmuted to use. And don’t say, you don’t have to transmute it because really, I’m not going to wear rare armor stats when I have exotic armor already. .
I like the idea of changing the system for cultural armor, perhaps something such as what the OP suggested.

The super adventure box vendor named Moto is a good example of what I am trying to propose.
How about getting a certain trophy or collectible as a drop in the respective cultural areas that would act as a secondary currency for the skin?
I just think there should be more ways to getting things than having to grinding the same thing to get what you really want.
Giving the player options on how to get skins will probably make lots of people happy. They are skins after all, and would not make your characters any more powerful.
This would lose ANet money from gem sales, so won’t happen.
But still a good idea.
Yeah I think having to transmute it is “Working as intended”. May not like it, but I don’t think it’s an accident.
i like the idea to make it a “true skin” like HOM rewards,
but then again as stated above, anet will lose gem purchase
If the vendors offered a lvl 80 skin for a fraction of the price (say 10%), that would be good.
Right now the price is too high for what it’s worth. That is too much gold and people will simply do without. If they offered the skin at a reduced cost, then people would actually be more inclined to buy gems to use the lvl 80 transmutation stones.
