My suggestion is the next.

It`s a shame that capital cities are so empty, and is also a shame that Lion`s Arch is itself so overcrowded so here is my proposal.

1.- Remove the Crafting Stations of Lion`s Arch: This is simple, most people stay at lion`s arch cause they have everything, that includes several things, but what they most seem to like there are the crafting stations, leaving them only for Capital Cities will make people to move to those cities.

2.- Add a tax fee for “region” waypoint transfers: If you teleport from ascalon to the grove you should not only pay a great amount of money but also have a high tax, that will encourage people to use the portals and to transfer to lions arch. Even more, moving to the waypoint that is next to asura portals in each city but lion`s arch should be free.

3.- Remove the interface option to enter PvP and WvW: The only way to enter PvP and WvW should be fort mariener asura portals. That way people should have to move from the region they are to Lion`s Arch and then to WvW, and that will also cut down the “free teleport” from everywhere to Lion`s Arch.

I think taking these meseaures we can make all cities looks like cities. Even more, addition of certain periodic events in each city will encourage even more people to move to them, and to not make Lion`s Arch a desert we regulate it by leaving 2 exclusive content there, the mystic forge and the PvP/WvW asura gates.

2 and 3 are completely unnecessary and counter to your entire idea.

If you want players to use the other cities, you need to not only remove the cost for waypointing to them (specifically from other cities), but you need to add more to them than just the crafting tables. As is, your ideas would force people to, once again, sit in Lion’s Arch. Why? Because that’s the gate hub, and it’s far easier to sit there, move to the portals to craft momentarily, then return to either find a group or move to PvP since you’ve restricted entering PvP to… the one place that’s overcrowded.

tl;dr: No, your idea stands to be more detrimental than the current setup. You obviously want to see the other cities used, but you’ve not solved that with your proposed solutions.

What Cinder said. Waypoint costs don’t keep me out of the capitals. The fact that there isn’t anything in the capitals once i’ve fully explored them, that isn’t elsewhere, is what kill them.
