Do we need a Silence system in GW2?
++ It should be added, some people would deserve such treatment sooo badly and it would definitely make the game better.

Such systems are easy to abuse, and empowering to “troll gangs”.
Discussion forums that use down-voting to hide or remove posts tend to squelch dissent and enforce homogeneity of opinions, which is great for marching in lockstep toward the perfect unanimity of ruthless groupthink, but at the cost of ensuring such communities are not bothered by new ideas or differing opinions. We could expect a similar chill in-game.
That said, it would be nice to have some way of filtering out the worst offenders without having to fill one’s block list, and perhaps ArenaNet can come up with something players can opt into that would simplify the process without smothering in-game communication.

Having seen a player-controlled silencing system in Cryptic’s games, I would not want such a system implemented anywhere else. Any system that can be abused by participants in an online environment that can be abused will be abused — usually in ways that no one anticipated. I would hope that ANet would be too professional to opt into such an amateur system.
There already is a silence system. If reported and found guilty of verbal abuse, etc., a vacation that silents voice, and all action, for that matter, ensues.
