Dragon timers
I see where you’re coming from. It would be pretty cool if the dragons would just attack random places. The only problem I see, is how would people know where they are attacking? There would have to be some notification to the player no matter where they are. There would probably be some problems with implementing this, though. They would still have to make specific areas where the dragon would land.
I still think they need to make the encounters more mobile. It’s boring sitting in one place fighting a dragon that doesn’t move. Jormag is the only dragon that moves positions causing the players to move and fight him in another area.
I know this would never happen, but what i would like to see is that the dragon encounters and other big events would be controlled by the devs to some degree. It would allow the encounter to be completely dynamic since it wouldn’t be scripted but of course the one controlling it could only use the skills the dragon have with cooldowns.

For the notifications they can use the global meta event notification they’ve used for Halloween/Karka/Wintersday. They dragons would probably need to land in some cases if only for variety but it doesn’t need to for every case. You could fight them in the sky in some cases.
I do agree that the dragon fights could be more interesting and less stationary. A bit of work on the scaling wouldn’t hurt either. Claw of Jormag took 1.5hours with 3 people(and 2 others that were not quite there).
