Dungeon token conversion/exchange
In my opinion I don’t think this a solution to the problem, and there is every chance it will just exacerbate the problem.
The problem with dungeon popularity is that some dungeons are either harder, longer or give armour sets with undesirable stat combinations on them for some players/classes.
With CoF being regularly farmed for gold, allowing people to buy other dungeon sets with tokens as a by-product of this farming is only going to make things worse and make it even harder to find a group to any of the other dungeons.
The solution is to address what makes one dungeon blatently more profitable than any other, rather than giving people the option to avoid other dungeons altogether in favour of whichever is quickest.
Not a good idea. There are so many people and guilds in the game willing to do less popular dungeons. SE is easy, and the weapons look cool

You bring up good points. Unfortunately, no matter how much dungeons get tweaked and balanced in terms of effort/reward, people will always find the easiest one in the end and grind it forever while ignoring others, just like with CoF now. Nothing will change much unless some drastic improvement is implemented such as cross-server LFG or dungeon and loot revamp. The only people who will do less popular dungeons will be the same niche players.

If there were as many people as you say, people wouldn’t be calling for proper LFG tools since launch and topics being posted about it to this day. Look at gw2lfg.com and check how many people do story mode dungeons, for example. Dungeons (besides CoF/Fotm) are nowhere as active as they should be considering the game’s popularity.
…or the listings aren’t there because the requests get filled so quickly due to the number of people willing to do the other “less popular” dungeons.
Members of our guild regularly to runs of TA, and anytime we have to use LFG, we get pick ups in a matter of seconds. At times you barely have time to alt-tab back to the game.
A lot of this is just perception, and therefore isn’t really a fixable problem. I never go to CoF. It’s contested half the time. Give me a dungeon that’s just as easy and is less populated (HotW) anyday.

I agree with you there, no amount of tweaking will stop people gravitating towards the quickest dungeon to farm. Although in the case of CoF path 1 there are quite a few things they can change to stop it from being so much faster to complete than any other dungeon path.
Personally I feel the way forward is to give players more incentive to run the less popular dungeons rather than giving them the option to get the gear without having to do them at all.
Perhaps if each dungeon path (or completing all three) rewarded a daily account bonus chest like the world events more people would be persuaded to step out of CoF for a bit.
Or instead of the dungeon completion daily task which gives you the option to do any dungeon. maybe a Daily Dungeon task with a different dungeon each day that counts towards daily achievements and rewards a bonus loot chest.
Having earnt all the gear I wanted from the other dungeons, I am guilty of falling in with the CoF farming crowd myself. However, if there was a daily dungeon-specific task and a bonus chest to be earnt, the completionist in me would be persuaded to run the dungeons I no longer needed.
