The issue
I think everyone will agree that right now, dungeons in GW2 are unbalanced. If you go to LFG, you will notice that for some dungeon like COF, there is always bunch of people looking for group to do a fast run while for others liker ARAH, there is almost no one willing to run it.
This is because the difficulty and the reward is discrepancy. It will take you like 2hrs to run a path of ARAH while you can run COF for like 10mins. And except the token you got, the reward is almost same.
Another problem is that, since the armor and weapon’s attribute is based on which dungeon it is from, as long as you don’t have plenty of alts, and trying to have plenty of different builds, even if you would like to try another dungeon, the reward (basically tokens) will be no value to you. And this situation makes players loose their motivation to explore different dungeons.
My Suggestion
Solution 1:
Make the dungeon tokens tradable.
This will be the quickest solution, but I don’t think it will be the best. It will make the current situation better, but barely resolve it. Because it is hard to imagine people will pay enough money to buy ARAH tokens. If there is strong demand on them, their should be more people who are running ARAH at this moment.
Solution 2:
Make the dungeon tokens convertible to other tokens, based on a dynamic rate
The concept is simple. If the production of specific token is higher, its value should be lower. Vice versa. For example, if on a server, COF was run for 10 times 1 day, and ARAH 1 time, then 1 ARAH token should can be trade for 10 COF token, and something like that.
And I think this system can really encourage players to run different dungeons, and give proper reward to those who are willing to do so.
