The Rocket Boots skill for engineers should be usable under water. Why not be able to use your rocket boots to propel you through water?

How is this not obvious? Rocket technology does not work underwater. Duh.

It was removed because it shot people up out of the water into the sky like some kind of crazy angry Skyrim giant. (I’m not kidding.)

Because the underwater physics are somewhat representative of real physics, so the amount of force required to push you X distance is Y, as opposed to Z force to push you X distance on land. Thus, when using Rocket Boots underwater and leaving the water while using it, the Y (which is greater than Z) retains it’s force, pushes you ridiculously far. Could also potentially be aimed to get shot in a direction ridiculously far.
