The way levelscaling is implemented at the moment is pretty useless. Unless drops, karma and xp rewards will be affected by the players lvl, going back to low lvl regions will only be of interest for finishing said region. I am currently getting my 100% on all regions and I tend to ignore events (unless I need them for my daily) because frankly it isn’t worth the effort. This really needs to be overthought imho!

A percentage of drops are affected by player level. I can’t tell you the exact percentage, my guess is around 30 to 50% (good days/bad days playing leads me to believe that).

For instance, say ten items drop – you may get 2 level 70s and 8 level 7s, or 5/5, or 7/3, or 3/7 on both levels ends.
