The best way to get kites, is to purchase Heavy Loot bags from WvW on the TP
100 bags will probably get you about 10-20 kites depending on your luck.

I thought they drop only rarely from monsters
Ive currently farmed together 96 scraps, i just want 150 for a wind catcher, i dont care about the helmet, i find it ugly, would have looked far better , if it would have been more of a valkyrie helmet style, but this full helmet style with the crystals on top, bah!
I’ve no luck, I never seem to get that silly luck to get 50 scraps out of a fortune, which has a chance to happen… would just need now 1x this silly luck and another fortuen giving me 4 scraps and i would have doen it…
However, those skins are also sellable, because very rarely you can win the skins for backpiece also via the sprint minigame (but not the helmets)
Must test out tommorow this with the loot bags…if this really works, then I#ll get my last scrap by this method rather, than by grinding for hours with kittened farming of monsters, what is absolutely not the spirit of what has been promised by Anet how GW2 should be, less about grind, more about playing for fun. kittened grind for RNG BS is no fun at all

Buying Heavy Loot Bags is definitely THE best way to go.
After trying to grind through innumerable hours of RNG encounters, i’d only amassed around 30-40 scraps…one trip to the TP for HLB’s and i had my wind catcher pretty much there and then (was even lucky enough to get a 50 from one kite!).
