Fractals of the Mist
You can put past events anywhere, just need to make them an instance, fractals don’t need to be used as an excuse. If past events were to ever come back, I wouldn’t want them to have any association with fractals or dungeons. I’m sure there are other things we can do to spice up the PvE grind.

While i understand your point of view, creating a feature would require a few things. Fitting the Lore is one of those. How can you set “past” events without disrupting the Lore? Fractals of the mists provides a “Time/Space”. Creating it within it’s Fractals would be a good form.
I don’t like FotM at all, but i have to say i can’t see it fit anywhere else…
There doesn’t need to be a lore imo.

This asura gate has been affected by time distortion and will teleport you back to XYZ in the past. Simple.
Though I’d love more permanent dungeons/raids. If we have 8 permanent dungeons, why can’t we have more?
Clean up the Scrying Pool in the Hall of Monuments and you’ve got the perfect place for this kind of thing. In Guild Wars 1 it allows you to rewatch Eye of the North cutscenes and play the Hearts of the North missions.
