An item sold on the gem store to unsoulbind a piece of gear, or at very least change it to account bound.

Since the gems themselves are account bound it means you can purchase the item on whichever character you want to have it. The item doesn’t need to be account bound.

At least I assume that’s the concept from their end.

I think you misunderstood what I meant.. My wife for instance, made an ascended back piece in the mystic forge and infused it, then equipped it. It is now bound to her character. Later she discovers the back pieces you can buy with fractal relics are much nicer looking, but she already has a huge investment in the tome. It would be nice if she could unbind the tome in the way I suggested and give it to an alt as a means to to waste that investment.
