Get rid of all tier'd health
ehmm a guardian with as much health as a necro, or mesmer would be WAY OP guard is already the class that can potentially reach one of it not the highest survivability despite having the lowest health pool.
And LOL really you talk about giving all equal health yet give warrior more health and toughness (which by the same would be the same as saying they alone should ahve more health… may I geuss? you play a warrior?)
Plain put the game is balanced around all classes have different base health pools, if you where to change that you would have to remake ALL the profession from scratch

Necros are verry squishy.
Example my bayesian 16k HP out loves my necro 25k HP 90% of the time
And with the amount of damage thieves and ele s dish out they should be lower. Unless you suggest that all classes get the ability to burst your foe down in a couple secs.
I assure you my Necro with 28,000 health on Carrion gear, can Annihilate my Ele with Carrion Gear, since the Ele’s has very little health in comparison. The damage output is about the same. Healing is actually superior with a Necro than the Ele’s as it is, using Shaman’s, or Apothecary’s armor. Also a Mesmer is superior than an Ele’s healing using cleric’s on a Mantra Healing build.
I’m not saying move everything to tier 3, Necro and Warrior tier health.
I’m suggesting move all classes to Tier 2 health, the same as a Ranger, Engineer, and Mesmer, but grant the Warrior some minor extra survivability such as a passive extra toughness and vitality due to his level. Such as a passive 2 points per level of extra toughness and vitality just for being a warrior.
I recognize the warrior as something that should have a slightly higher health and vitality of some kind. I believe this is in keeping with their class design concepts.

It is, just as it is in line with a thief class concept to have low, health and a guardian class concept to have low health etc etc
And it’s not necessary for thief’s or guardians to have low health. Most guardians are being forced into battle presence for dungeon runs to survive the day. Having a higher health will encourage other builds and armor selections.
The reason the Guardian has lower health was because it had good healing abilities in beta. As it is, currently a Mesmer can out DPS, and out heal a Guardian, thus no longer necessary to punish the Guardian even further, Just because a Guardian has a few healing abilities or traits.
As for the Thief, I’m tired to cleaning them off the floor in a dungeon, they are excluded for a reason. Low health is an issue, on both builds, and survivability.
LOL healing is only a MINOR part of why guardians have low health, more importanly is their easy access to block boon every 40 sec and as well as on demand block when they need from multiple sources (both skills or activating their block virtue) as well as high uptime of protection.
As for thief that is because of bad bad players, not because thiefs have low health, i dont consider myself a very good thief player yet (though am improving every day) yet I dont die that much already in dungeons
No wonder your ele is getting beat for damage by the necro…you have carrion gear on them! Mesmer out healing ele? I’m beginning to think you simply don’t know how to play your ele. Here’s a tip, not all healing…is actually healing. Support is the name of the game, preventing damage is as useful as healing it, as is cleansing (I play a war main, a good ele or guardian beside me ensures no condition ever sticks to me, which is a major achilies heel for the class that is needed for balancing) or straight buffing.
Necro healer? Mesmer healer? Tch, grab an ele or guardian and you won’t need heals as often due to far more pro-active tools rather than pure re-active ones.
HP pools help balance a class, a thief that wasn’t so squishy would also have to put out the damage of an engineer (yup, enjoy those 3-4k crit top damage skills). You’ll notice Necro rather has near zero (near zero…not none at all) burst skills…hence why they have the higher healthpool. You do not play ele as pure condition build (hence why carrion is working so horribly for you) they are your traditional evocation wizards…big booms with secondary effects…emphasize the boom, not the secondary effects, capable of big damage hence the low hp pool.
Warrior is capable of bif damage but lacks the evasive skills of the thief, hence the large hp pool to just soak up those attacks that cannot be avoided…it is also there as warriros can build and act as tanks (go mace/shield or mace/sword sometime, you’d be surprised how easily you can stand toe to toe against most bosses in this game).
HP pools are fine. Op is either a warrior player (thus asking for bonus hp/tough for them) or a thief wanting to be less squishy while built glass cannon.
I can’t say anything that hasn’t already been said. This idea is bad for most of the above reasons stated by others.
