I would also add free waypoint travel to just your home city too. From anywhere in the world. Or WvW portal can take to your home city instead of LA.

Not really.
Black Citadel- Cheapest hub for CoF, AC, and HoTW folks.
Divinity Reach- I would pay more to have this as my hub.
The Grove- Closest to Orr.
Rata Sum- Very organized Crafting hub.
Hoelbrak- The only city to be expected as a Ghost town unless there is something I am missing.
Lion’s Arch- Fractal Hub.
I disagree that a LFG tool would help as much with the issue. It probably will never help at all. We already have a third party LFG tool and it is pretty good at eliminating LFG spam in my server. Without the NPC, I am forced to go to Lion’s Arch to buy certain items from the dungeon vendors. With the NPC, I can just travel to the closest city to buy items.

The thing is, Lion’s Arch is the world’s hub in the storyline.
And to make that the case in the actual game, the easiest way to do it is to pack it full of important things, like the Mystic Forge, the Laurel NPC, dungeon NPCs and the Asura Gates.
Anet put too much work in the detail of other cities to not use them.
I agree on the suggestions about the travelling (Onshidesigns) but the easiest way to solve that is get the guildhalls back so you can free travel to GH and back to where you were.
I could have sworn the devs said there would be laurel vendors in every major city. Are there not?
It wouldn’t make sense for there to be multiple Mystic Forges. The way I understand it, its a unique thing.
Dungeon vendors being in other cities would be nice. At the very least put the vendors for the dungeons located in that region in the city (A Twilight Arbor vendor in the Grove, Citadel of Flames / Ascalonian Catacombs vendors in Black Citadel, ect).
Festival NPCs would be nice, definately.
Free travel to any major city would be a huge plus, if free travel to LA through Heart of the Mists isn’t going to be removed. Either make free travel to every city, or not at all.

Laurel merchants are in every city, so that’s irrelevant
Dungeon vendors I can sort of see, but like Electro said, only relevant ones. Mystic Forge isn’t used THAT much to warrant an inclusion in every city, and lore-wise, it shouldn’t be possible. That said, there is one in the garrison of each borderland, but the mists don’t really follow the lore much.

In Black Citadel laurel vendor is Hidden all the way back in Memorial Quadrant. It’ a really stupid place to put the NPC. And there are visual bugs in that area too.

Of course LA won’t suffer a massive loss of players. However, overtime players will slowly leave LA for other cities.
I disagree free travel would be a huge plus. Suppose that free travel and every necessary npc are in all cities. Everyone would just go to one other city to hub if not Lion’s Arch. If people still wants to hub in LA just because they can get a free portal, let them.

1. The best other place to look for other players is gw2lfg.com. You can still hub anywhere you want and still fill your party at an instant.
2. The personal storyline in LA is a small portion of the game.
3. A central portal system is pointless if you have fast travel in a click of a button. At best, it’ll be used for players to move their new characters to other regions.
4. The mist can be entered with a click of a button. It is not required to go through the portal. But WvW guilds can meet there to enter right before the reset but it is not enough to be a PvE hub.
