“Merciful Intervention” – i am not sure that it teleports to ally with lowest health. I think the distance plays more important role and that’s why it works bad. It should teleport to an ally with lowest health in restricted distance from Guardian. Or even better – to downed player ( maybe it should help downed player faster than without using this skill ? would be good skill then )

“Signet of Mercy” – i am pretty sure it don’t work at all ( active )

“Sanctuary” – don’t protect from AoE damage ? really?

“Shield of the Avenger” – don’t protect from AoE too, but i guess it can be made for balance

Those guardian bubbles were protecting from everything in beta ,now it protects against projectiles only.They were quet op while they protected against everything,since you could place it on point that needed to be captured and cap it without interrupt.Now skill works as description says.
About merciful intervention -it teleports to nearest ally with lowest hp,but it think it goes more for nearest actualy since in couple situations i had teammate that was with lower hp but it was far,and couple of teammates that had more health than him but they were closer to me.

Active Signet of Mercy works. But only on downed allies, not on dead ones. The description is kinda of misleading in that regard. It’s a crap Signet anyway.

I hate that sanctuary doesn’t protect against everything !
If it doesn’t, don’t call it a sanctuary ! Such a bad name. It’s so
small, so when you DO get hit by something that goes through it,
you have next to no space to move around. Effectively making sanctuary useless.

Signet of Mercy doesn’t always revive people either, nor the correct ones I’ve found.
Sometimes I’ll stand close to a player and target them and then have an NPC revive instead.
