Remember in guild wars 1, where you had an option to go explore any map in hard mode which made each creature level20 plus? Well why not add something similar to guild wars 2..? So instead of down scaling how about upscaling the creatures to your level? This would make going anywhere more profitable for players and more fun rather than just camping in orr, southsun and frost-gorge all the time. This would also make creatures drop higher tier mats. Of course this should be an option otherwise there would be very few people getting the lower tier mats. This would also make the maps with people starting the game a bit more active. Have you walked in a level1 to15 zone lately? It is pretty much empty. So how this idea would work… on a level 4 player the ‘giant’ he is slaying would be shown as a level 4 creature but on the level 80 players screen fighting the same giant, it would be shown as a level 80 creature and so on..
This should be earned (like in guild wars 1, completing the whole story) so maybe after a certain amount of achievements or after you have done your personal story etc.

Upscaled zones for 80s only would segregating the community.
I think crafting recipies should be reworked to require more than higher tier mats. So players still have a need to farm lower and mid level zones.
