How to revitalize dead content!
The listing fee is a way to remove gold from the game and control the inflation, it will probably go up (as in bigger listing fees) instead of down.
As for your other suggestions, those would only make everyone go to where the best bonus is, just look at champion farming, there are champions in every map, but people only go to Queensdale and Frostgorge Sound.
And because anet wouldn’t make the crafting rotating bonus because it goes against the policy of not spreading the population, at best you’d get all the bonus in one city and so it would be just like LA, packed full while all the others are empty.

Very interesting. imho, players need rewards to go dungeons, put more “decent” rewards and everything will be revived. There’s a bug issue with rewards in gw2, either they are exagerated, implicating nerfs that are not beneficial to the new players, or originally not worthing making time.
This will only work with constant bonus swap, otherwise every one will sit where the best bonuses are. Also Dean, those bonuses i listed are only 5 examples, ANET can create 100 different bonuses, positive and negative, and redistribute them as they want to, or where they want more pop, using negative ones to force people out and positive ones to attract people.
i guess people don’t see what i am offering, i will break it down a little further.
We have two categories:
1. positive constant bonus – boon
2. negative constant bonus – curse
now we have 1000 actual bonuses, positive and negative. Here are 5 to start with:
1. (positive) Claw of jormag – gets 20% to drop ascended gear
2. (positive) black citadel – every one in the zone get 40% movement speed boon
3. (negative) Lion’s arch – every one in the zone pays double listing fee on TP
4. (negative) Lion’s arch – every one in the zone get movement speed reduced by 30%
5. (positive) Diessa Plateau – every one in the zone gets gets 20% chance on mining to give double the mined material from the node.
List can go on and on. Now the bonuses are weekly, so every week they cross swap (based on ANET’s need, or simply a randomization module). Every week is not the same, Anet might decided to make LA be abandoned this week and put negative bonuses and make black citadel more alive so give positive bonuses. same can work with encounter, boost loot table from jormag to attract people this week, nerf the escort in queens dale. and so on.
This lead to another category:
Repopulate the capital cities/zones
Make certain encounters more popular this week than another.
each of those two type will require different “carrot”. for example: bonus to damage in Lion’s Arch wont make sense, but bonus to damage in diessa plateau for the week will be good.
Capital cities are key and are really not used the way I thought they would be when I started playing a few months ago.
My only real issue is that races are much too friendly with each other…
