I'd LOVE to see Orr fixed up in later expansions
I don’t think it’ll be like that.
1) They’d have to lock that content for new players, won’t happen.
2) Expansions doesn’t mean “the future”, it can be something happening at the same time I.E. Cantha during the same time we are now.
It could be done, that game whose name cannot be spoken did it with phasing. And GW1 had Ascalon pre and post searing before that.
Well, if you look at the map, there’s a lot more to Orr than we can access. Maybe those parts will be restored to it’s former glory, when we can access them of course.
the game world is already somewhat as you’ve described, OP.
The best example I can give you of that is of the Pact and Fort Trinity, which don't technically exist until you complete that part of the story, but are in the gameworld anyway.
So what we could possibly see in that regard, is the other “unexplored” areas of Orr opening up with a far different look and set of enemies representing an Orr in the near future.
Also, if you’re a fan of middle eastern architecture and flavor, be patient. One of the areas in GW1 is very heavily themed this way, and as this area is just beyond the southern portion of the map, is very likely to be a future expansion. If you simply must explore it now, you can by purchasing Guild Wars: Nightfall.
Priorities, what to do?

thanks for the feedback! Revamping old content to new players in save 3 years isn’t necessarily a bad thing. Expansions can mean both, and they do for many games in that they change the environments like cataclysm for WoW. the lands that now have scaffolding can be opened up in the future such as the mine or whatever hole that is in divinity’s reach. i dont see how that can be an absolute no.
and i tried GW1. I couldn’t get beyond the mechanics. I got too bored.
