Immediately investigate reports by reputable players
How can you tell when someone is botting? In all my years of gaming, I’ve never been able to discern this with exception of boxing in wow.
As for the players idling, they could be chatting and are just standing in a safe spot? Like, sometimes i’ll be out in a zone while fielding whispers and guild chat from multiple people. While trying to move through a zone with a lot of bogeys which hit me every few steps, this gets problematic. It’s not too bad an idea for people to idle somewhere while carrying on lengthy conversations.
To answer your first question there were no mobs around for quite some time and he was standing still spamming 1 and his traps.
To answer your second question it wasn’t a safe spot it was an area where mobs spawn and there were an awful lot of them, all standing still for the entire time I was in the area gathering nodes.

Trust me, if you watched some of these characters you’d be able to spot certain characteristics that indicate that character isn’t acting like it would if a player was actually playing the game in a “normal” way.
For instance, a naked toon standing in the middle of a field seemingly going through a cycle of moves but there’s no mobs around, has a tendency to look a little “suspicious”.
Or a naked character standing all day beside one single mining node, twitching every now and then, and then going through the motions of gathering the node the moment it appears, and does that ALL day, is a little suspicious.
Now, if the GM’s get numerous reports about a particular character then that suggests that character needs investigating. Not left for a few days.
