Why not? You shouldn’t have to run to a NPC to give you a boost…Just have it so its automatically applied when you enter a city.

Waypoints are already free within town/city limits. But yeah, sure. Why not? Lets keep the NPC option though, its a convenient way to alter your Personality real quick.
