Invulnerable - Simply ridiculous
They apparently don’t want people exploiting the terrain. The AI governing the monsters is only able to do so much to navigate the world, and attack you.

Earlier today my Necromancer was downed by three low-level bandits. Not really an issue until I entered the downed state and all three bandits suddenly became invincible to my attacks.
This was on level ground with no obstructions whatsoever and the bandits were literally stood over my char. Naturally while they were invincible to my attacks, my char was not invincible to theirs and death occurred in mere seconds.
Clearly some work needs to be done with this invincibility issue (along with auto-targeting mobs behind walls and rocks but that’s a debate for another time), because incidents like this and underwater mobs randomly turning invincible when they’re less than an inch from my character’s face is frustrating, and the cheap deaths even more so.
Would be nice if when they turn invulnerable that they couldn’t hit us either, kinda makes them OP if they can attack us but we can’t attack them.
They have it there for a reason. So people wouldn’t go running off killing things and be able to do so without taking a single hit. now in the pic you posted, i’ll agree that is a bit dumb seeing as the mob should be able to get to you.
Honestly, the people who run on with WE MUST USE THE TERRAIN!!! IT’S MORE FUN!!! are only basically saying “we wanna kill everything including bosses in safety.” Most monsters are soloable, and you only run into those odd situations like you see in the pic once in a while. At worse this is a mildly annoying issue and is nowhere near as game breaking as people try to make it sound imo.

Problem is, this invulnerability triggers in all sorts of stupid situations. Like underwater with no obstructions between me and the enemy. Or when I’m in melee range (both on land and underwater). Those are really annoying.
ANET has several other options for when an enemy can’t get to a player. For example the enemy could run away and get out of the players range. Or the enemy (especially ‘flying’ enemies) should be able to navigate its way up to the player. Some enemies could have a ranged attack they only pull out when melee doesn’t work.
Going invulnerable is the worst method I can think of to stop players outsmarting enemies. Especially when it triggers in situations where the enemy should be able to reach the player.
though i run through a champion near a vista, my toons entered combat mode, so i couldn’t interact with the vista until the champion was out of range/defeated…
i had no choice, i tryed to shoot to the champion from a far away ramp, and i simply did it, it never attacked me from his distance, and never became invulnerable…
i don’t remember the map where i was maybe sparkfly fen, it was a krait witch. and i also looted her chest after
