In your situation, the people making the “noise” could get his friends and banish you. So much for that.
Now, a good recommendation, would be to give the option to voluntarily go into overflow. So if you find some people messing around, you can go there yourself, and they won’t be there.
Wouldn’t it have been easier to just add people like that to your ignore list? It’s there for a reason.

You can’t define how others play. Maybe they were having fun doing whatever it was that was bother you (intentionally or not). And that is exactly why we have ignore lists.
That comes with the territory. If you play a massive MMO, then these things are bound to happen. If you do not want this to happen, then do not do it in such a public place. Pick an inn further away, one that people do not come to often. At least we have an ignore option, which we do not have in real life…

Once again, you are suggesting that a few idiots should be able to run rampant over and entire group of people. I don’t care if this is an MMO, people can’t get away with that kind of crap iRL. It is precisely why clubs have bouncers, to bounce the idiots.

And you want to be the bouncer? Sorry, that won’t work. You could get 10 people to vote them to overflow, and they can probably get 100 to vote 1/2 of you to overflow, and not the rest.
Again, use the ignore feature. If they continue harassing somehow, then place a ticket for harassment. The real “bouncers” are Anet. If we let people take the law in their own hands, it will not end well…

How many friends you said you were RPing with? Make a party and RP on it, so you don’t bother people.
Also, it seems that you can make groups bigger than 5 people.

That would be nice to have. Who knows maybe those gold spammers are actually hacked accounts. They could be someone that I want to talk too or party up with in the future. I way to set someone temporarily on the ignore list would be nice.
I was in the Busted Flagon, singing a song. There were a group of people, enjoying the song. Two idiots entered the bar and started fighting. Everyone was unhappy, but there was nothing that could be done, they would not stop when asked to do so and I fled the bar in disgust.
This is your first problem.
You should probably explore the world outside GW2 and realize it’s normal to deal with problems like this.
I disagree with your proposal. Even though I think it is hilarious what happened to you, you should either /ignore them or at least move to a new location.
I’m against the idea of policing player behavior. You’re basically saying “my experience in the game is more valid than their’s is, so they should be kicked.”
Report them for bad behavior and move on. Having a feature like “kicking to overflow” and putting it in the hands of a mob is just a bad idea.
Besides, were they RP fighting or actually fighting? If they were doing it over area (/s) chat and it was serious then it probably counts as spam.
