Legendary = unique skin + special fx + hundreds of hours of grind.
Some will go for it, others won’t.
Maybe Anet will make it something different in the future, but maybe they won’t.
When I heard about the legendaries before the game was released, I was imagining something like the legendary class weapon quests from EQ2 where it was a mix of puzzles, exploration, quests and getting legendary components from ultra hard bosses in raids all over the world (yeah I know raids don’t exist in GW2).
Thing is, it didn’t take as long as to get your legendary that way as Anet intends you to get it in their game so I do not know what would be the better solution.
I have the feeling legendaries will get reworked at some point on as the game grows, but I won’t hold my breath on it. Just give it some time. There are plenty of ways to make your character really awesome at the moment without having a legendary.
An “adventure” worthy of a Legendary in their current value would be as big as the Personal Story.
I’d say that was just a tad outside of ANet’s budget.
People, something you need to remember before complaining is that developers are always under a budget. They have to prioritize and get the important stuff done.
They don’t have a hive-mind that understands everything, they don’t have unlimited funding (despite your thoughts on their profits), and they don’t have the time to go back and change every detail that someone feels could be better.
That’s what patches and expansions are for.
And THEN we run into the nuisance of players being “attached to things”, developers have to take that into consideration as well, which means they’re always stuck between a rock and a hard place.
The rock being time/budget, and the hard place being the expectations of the hordes of players just waiting to spam the team with their every needy whim.
Back on topic:
I can definitely see them making certain items obtainable through dungeons and instances to make the whole experience more seeded into the game. They’ve already done that with the Ascended items and Fractals.
I think the higher level areas have plenty of room for additional lesser dungeons or instances that hold crafting items.

Not complaining so much about them not making a story line, as much as I’m upset that Legendaries can be bought. Making them account bound upon making one would solve my one issue, but I suggested something more like a mini story line or specific actions in world events so it isn’t just a little bandage on a clearly open wound. Legendaries are still and were designed as simply a cosmetic. If you want one, great. If you don’t want to make one, no loss really. But end game content like these should have been more in depth. Like you said, they managed to do something like that for Ascended gear which I like. It isn’t exactly adventurous since it all takes place in the dungeon but it is a step in the right direction.
Maybe to further ascended items in the future they can make a specic drop off a specific mini boss within the fractals, or an explorer mode path to get the recipe going instead of just a universal token from that dungeon. Works well for dungeon armour, but in the end people will just choose the easiest path and be done with it. It is nice to see great updates like the fractals but we (the hard place) stand behind ArenaNet because we know what they are capable of. And legendaries are kind of lacking that potential.

As someone who actually did all the stuff to get a Legendary, I am on the fence with the selling. On one side as someone who worked for it — no buying gems with real money — I can’t imagine doing all the work and then just selling it. However, I do know that there are people who aren’t thrilled with the looks of them. While Twilight seems to be the one most people want, there are quite a few that don’t like it. I do know that it used to not be possible to list a legendary on the TP so this seems to be a recent change. And with the amount of gold this person has just to list the darn thing…. much less the offers that are going up, I can see that appeal as well… Still, I could never do it.
