I have no problem paying to unlock access to traits at each stage, first to start, then above 10, then above 20 … that’s all fine and dandy.
But after we have that unlocked we should be able to move those points around as we like when we’re outside of combat – just like with skills.
This would allow us to really experiment with the Traits to see which ones we like, and to rearrange them when we want to change up our character builds. The level of tweaking we can do on our characters goes up and people complain less about their lack of options. Seems like a win/win to me.

I agree, it would be nice to be able to adjust your trait points at will, but make it how it was in the original Guild Wars—you can only shift the points around when you are in the major town for each racial area.

And why would it do that? ArenaNet already has a system in place where you can not change traits in combat. That’s all that’s needed. Removing the cost just makes retraiting less irritating and restrictive.
I doubt this will be removed though as it’s another money sink in the game.
