Make world event awards scale inversely with its popularity. By popularity, I mean the daily statistical number of times players farmed an event or something along those lines.
What this will do is distribute players all around Tyria doing less popular events because it awards more money rather than having all players concentrated in one area (Orr). Ghost maps may see more activity because of the higher awards for its lesser popularity.
Next, have an event HUD so players can track these events and view its reward if completed.
