Making early content relevant to high levels.
I agree that adding an extra incentive to do earlier level content is a good thing. However this goes against what Anet wants to do.
The have put the best loot and gear all in 1 location fractals. That is what they want people to do.
Fractals, why else would they cripple open world loot drops to 0 unless it is also to force people to buy gems.
SO they dont want people doing older content just the fractal dungeon all in Lions Arch. Just like the other big game. Everyone standing in 1 spot trying to get a run done for that uber gear that cant be gotten else where.
I agree that making content relevant to high levels would be a great way for them to really extend the world. Tokens for helping with events might be a little hard to implement, but not impossible. Make the tokens a little bit like an alternate karma system where you can buy certain cosmetic things with it that can’t be got elsewhere and I bet you’d have people all over it.
The other ideas is to turn mining in to a system more like harvesting in that certain ores are only found in certain areas, so people would need to go there to get them. What they really need to do is take a page from EVE and make even the most common ores used for stuff that is components in high level things.
And another idea would be to give specific tokens and each zone a different token from the events besides karma. Then a zone vendor that sells some things that can only be got from that area. For instance, Gendarran fields might have a straw hat skin, a chicken mini pet, carrots and potatoes for a very low token amount, etc.
edit: o one more idea— Daily “missions” (can’t call them quests) that have you go to a certain zone to complete a chain of tasks and gives some karma, coin, and a token for the mission vendor, or a random consumable including a black lion key, buff token, etc.
