Merge low populated servers
Arenanet is a special company that gives more bout their players then bout their imago, but there is no experience with this, except how other games react.
1: Closing down (or merging) a server is often labelled as defeat and a sign the game is not doing well. So marketing departments are often against it. They rather let the few remaining loyal players die before admitting defeat. There have been games with low populated servers that where actually deserted servers.
2: Merging with a different server means you are forcing people to play in a different community.
I would make an alternative to your suggestion. It is called ‘underflow’
Basicly when a specifick map has a low population when you enter it you will be placed on an underflow map where people from all servers with low populations on that map are being placed. As soon as the udnerflow map has enough population from your server again you get a message telling you this and asking if you want to stay on this or go back to your own server.

I wish they did have underflow. The game is more fun when there are more people and even highly populated servers have areas with few people. If they could have people funneled into underflow servers I think it would improve the game greatly.

Is there such a big difference since both servers are international and many players may already know each other from guesting and dungeons (from hw2flg.com)? Both sides would gain the advantage of an overall larger and happier community.
I have the same problem, started out on a low populated server. When I levelled my Ele I sometimes did not see any people. I thought how can this be dead so fast.
I started guesting on higher populates servers and found many people there. But they wil need some major update to attract the large crowd again.

GW2 is loosing it’s player base and people already acknowledged this. I think this solution is easy to implement and may pull the breaks on quitters.
