In Quake Arena speed could be obtained in various ways so keeping a speedometer on screen was important to understand the mechanics. This was optional of course and could be very easily implemented in GW2.
I’d wish that any character who’s running for a certain amount of time (e.g. 20 seconds) out of combat would get swiftness automatically.
I can live with a feature that allows me to map items or slots in bag or get a specific kind of bag that can be mapped.

We actually get that, it’s a 50% Swiftness which you get the very second you are out of combat.
According to the wiki, it’s an in-combat reduction.

I guess you misunderstood his request. And while it may be easy to implement, it would be completely useless in GW2.
But factually it doesn’t matter whether it’s an in-combat decrease or an out-of-combat increase. I mean I can give you 400 OOC speed and reduce that to 270 in-combat, or I can give you 270 base and improve that to 400 OOC. Two sides of the same coin.
