Movement speed out of combat
If you do this, should we also lock down the assassin’s ability to use the shortbow to teleport around outside of combat?

No, it’s more around swiftness in specific. The problem isn’t even just how long it takes a player by themselves to get around, it’s how difficult it is to keep a large group together with just swiftness. There is just an extreme discrepancy with how some classes get around compared to others. I know completely removing this gap isn’t possible, but I would like to greatly lessen it.
Even outside of WvW this discrepancy is frustrating. Do you know how much longer it takes a mesmer to world complete compared to a warrior or thief? How much harder it is to run events in straights or cursed shore, especially if you get unlucky and get tagged by a mob? This kind of change wouldn’t really cause balance issues, and would improve quality of life for a few classes significantly… and it would probably be better than re-designing or creating new abilities.
Use blink? Use staff stealth? Blink makes you fast and stealth make your hard to track in WvW, and in PvE it unaggroes everything.
As an engineer the only thing I have to say to this is go sit on a greatsword.
Mesmers have very little access to swiftness. Ask for more rather than a nerf to everyone else.
Mesmer’s have a lot of stuff going for them, they don’t need swiftness, sorry. You wanna be a caster that runs fast, come over to the light side and roll an Ele. You might have to give up a few nice toys and work harder to learn the class, but hey, swiftness is really important, right?
I mostly agree with the sentiment here… My friend plays a thief and always has on that 25% faster movement speed signet. I can use Blink (with both increased range and shorter cool down traits), Temporal Curtain, and pop Chaos Armor/Storm (hoping for swiftness, if you’re lucky) and still not be able to keep up with him. In the end you just have to realize that classes play differently. Thieves run hella fast and kill things hella fast. Mesmers are a bit more involved and require more strategy and thought.
I share your frustration, but unless they want to add mounts you can use outside of combat, exactly like WoW, there’s not alot to do about this issue.
I dont think this is a bad thing every class have its advantagets and thats good becuse you dont want to make the classes the same it would damage the fun in this game.
And when you talk down assasins, true thay kill fast but its only when you are one vs one.
